Three Puerto Rican reggaeton stars have come under U.S. scrutiny after recently performing at the wedding of an alleged drug trafficker in Colombia who had been presumed dead, a federal official said Thursday.
Singer Arcangel and duo Jowell & Randy were among seven Puerto Rican artists present at the wedding who the U.S. Drug Enforcement Administration wants to question, said Pedro Janer, acting special agent in charge of the DEA's Caribbean division.
"We're definitely going to look into it," he said. "This guy was a pretty notorious drug trafficker."
The artists were performing at the weeklong wedding party of Camilo Torres, who is nicknamed "Fritanga" after a Colombian dish of fried meat. Colombian authorities raided the party in late June just hours after the wedding and arrested Torres, who Janer said had assumed a new identity after someone filed a false death certificate for him in 2010.
The party was held on the island of Mucara off Colombia's Caribbean coast and featured theme nights, fireworks and a bikini-clad bride.
The DEA wants to know how the artists were contracted, how much they were paid and how they arrived in Colombia, among other things, he said.
"This guy was a significant trafficker, and to find seven guys from Puerto Rico there, even though they claim they were working, or performing, that's fine, but it's not the typical venue," Janer said.
The Puerto Ricans know things that "would probably be of very good use to the Colombian authorities," he added.
Uka Green, a publicist for Arcangel and his managing company, Pina Records, said DEA agents are welcome to interview anyone who was at the wedding. She said none of those present knew who was financing their performance.
"Of course they did not know the groom or the bride or anyone else," Green said. "This is a very unpleasant situation for all those involved. Obviously, we don't want to be making comments that do not contribute to the security and well-being of the employees who were there."
Pina Records issued its own statement denying that someone working with Arcangel had identified himself as a U.S. police officer during the raid as alleged by Colombian media.
A man who answered the phone at Vallejo Enterprises, a company that represents reggaeton duo Jowell & Randy, declined to comment and said he did not know whether anyone would issue a statement.
Janer said he might ask the IRS and the U.S. Attorney's Office for help, along with Puerto Rico's Treasury Department, if the DEA decides to fully investigate the case.
"If there's money involved, we would like to see what kind of finances these performers have," he said, adding that they typically get paid double or triple what they normally charge.
It is rare for singers or other artists to be directly accused of ties to drug trafficking since it's the promoters and managers who are involved in direct negotiations and sign the contracts, Janer said.
"The thing is, at what point does the artist or the artist's manager realize that this is drug money and that people behind it are drug traffickers?" he said. "That's what they claim they never know."

NEW BRITAIN ��” The aroma of pork, chicken and sweet plantains ��” a Puerto Rican staple ��” filled the air at the 25th annual Puerto Rican Festival Saturday.

The festival, complete with music, traditional foods and many vendors, showed off the rich Puerto Rican culture and attracted more than 5,000 people throughout the day.



Siblings Carmen and Nelson Santiago lounged in their blue lawn chairs outside 152 High St., to enjoy the free concerts the festival offered.

“We try to come here every year,” Carmen said. “We brought our chairs to relax and just sit and enjoy watching the shows, listening to the music and just watching the people interact.”

Carmen said although it’s nothing like being back at home in Puerto Rico, the festival reminds her a lot of how it used to be growing up in Puerto Rico.

“The smell of the food reminds me a lot,” she said. “And just all the people walking around the streets eating and dancing to salsa.”

Traditional Puerto Rican fares included, alcapuris, meat pudding made with green bananas; arroz con grandules, which is rice with pigeon beans and deep-fried stuffed potatoes.

The extravaganza, which was hosted by the Puerto Rican Society, is an important celebration for New Britain because of its high percentage of Puerto Rican residents.

About 30 percent of the city’s 74,000 residents are of Puerto Rican decent, according to Isabel Rosa, festival coordinator.

“We really feel like we are in Puerto Rico when we celebrate every year,” she said.

Ann Boyd, a Meriden resident drove to New Britain specifically for the festival.

“I brought my father to the festival. He doesn’t like to go anywhere, but he never misses the festival,” Boyd said. “He always tells me he needs to go to represent his Island.”

The festival took up at least two city blocks on and around High Street.

Vendors sold everything from Puerto Rican flags, t-shirts, music including merengue, salsa and Latin jazz.

Zovera Sanchez, of Hartford said she doesn’t always get a chance to enjoy the festivities due to travel, however, when she gets the opportunity she never misses it.

“It’s just such a fun thing to come and do,” she said. “It’s nice to see everyone just having a good time and you get to learn about your roots.”

According to the society, the festival is another way to combat challenges faced by Puerto Ricans new to the city, such as language barriers and it also introduces them to the large Puerto Rican community.

Analysis: U.S., FCC must focus on Puerto Rico’s broadband deficiency


The Minority Media and Telecommunications Council recently weighed in on Puerto Rico’s lagging broadband availability and use, saying the U.S. and the Federal Communications Commission have the responsibility of helping the island move forward in deployment and consumer adoption.
In an article titled “Disregarded: Has the U.S. forgotten its responsibility to bring Puerto Rico into the 21st century?” attorney Latoya Livingston further said island residents “deserve access to broadband just as if they were citizens living in Connecticut or Wyoming. But they are nowhere near the level of access we enjoy in the 50 states.”
“Puerto Rico should not be an afterthought in U.S. and FCC regulation and policy. Puerto Rico is the poster child of the broadband adoption challenge,” she said. “It is facing the great U.S. infrastructure challenge of the 21st century, which makes building out broadband in the country extremely difficult.”
In her column, Livingston outlined Puerto Rico’s broadband penetration rate, which stands at about 86 percent — significantly lower than the 95 percent stateside average. Furthermore, according to the Broadband Task Force, adoption levels across the island currently hover at around 31 percent, less than half of the 68 percent of mainland U.S. households.
“Communications companies cite lack of interest in broadband and adoption on the island as a major blow to the business case for investing in deployment, but without access to and education about the benefits of the technology, it’s hard to blame the citizenry for their lack of enthusiasm for the service,” Livingston noted.
Forward-looking solutions
Looking ahead, Livingston noted that if Puerto Rico’s broadband usage does not improve, the negative effects would be mostly noticeable in education and healthcare.
In her analysis, the Washington D.C.-based attorney presented several solutions to the problem, including pushing Congress and the FCC to include Puerto Rico in its broadband initiatives.
“Congress and the FCC can include Puerto Rico in their broadband initiatives, but have lately chosen to restrict many of those programs to the 50 states,” she said. “Unfortunately for the people of Puerto Rico, the island needs U.S. involvement to build out broadband infrastructure, but have yet to see much help.”
In March 2012, the FCC shut out Puerto Rico from a $300 million capital injection it made available to build out broadband throughout the nation. That omission caught the attention of Cuban-American Sen. Marco Rubio (R-Fla.), who during a public hearing in May grilled the FCC about why the national broadband plan is not factoring the island as part of the U.S.
Compounding the situation is the fact that Puerto Rico was also left out of the funding made available under the National Telecommunications and Information Administration’s Broadband Technology Opportunities Program for its Sustainable Adoption or Public Computing Center programs.

Puerto Rico is getting a $19 million funding shot under U.S. Health & Human Services Department efforts to improve preparedness and health outcomes for a wide range of public health threats around the nation.
Some $11.8 million of the money assigned for Puerto Rico is earmarked for improving medical response capacity and preparing hospitals for public health emergencies.
Another $4.9 million will be split by island government agencies for emergency preparation, $2.8 million is for security strategies implementation and $655,000 is for Operation Stonegarden, a joint effort between the U.S. Customs & Border Patrol and the Puerto Rico Police Department.
The funds also include $32,000 for security at the Port of the Americas in Ponce.
“We must be alert and these federal funds shore up our preparations,” Resident Commissioner Pedro Pierluisi said.
The funding includes $50,000 to train medical and public health graduate students at the University of Puerto Rico.
HHS has awarded more than $971 million to continue improving preparedness and health outcomes for a wide range of public health threats within every state, eight U.S. territories, and four of the nation’s largest metropolitan areas.
“Health care and public health systems that are prepared to respond successfully to emergencies and recover quickly from all hazards are also able to deliver services more effectively and efficiently every day,” said Dr. Nicole Lurie, HHS assistant secretary for preparedness and response. “Having systems in place to provide better treatment for disaster survivors and improved public health for our communities also leads to better health outcomes on a day-to-day basis.”
The funding awards included a total of approximately $352 million awarded for the Hospital Preparedness Program (HPP) cooperative agreement and more than $619 million awarded for the Public Health Emergency Preparedness (PHEP) cooperative agreement.

President Barack Obama has named Puerto Rico Gov. Luis Fortuño to a second term on the Council of Governors, a group established in 2010 to tighten collaboration between the federal and state governments on national security issues.
The Council of Governors, which includes five Democratic and five Republican governors, is named directly by the president. The secretaries of Defense and Homeland Security also sit on the council, as do presidential assistants for homeland security and counterterrorism, intergovernmental affairs, the U.S. Northern Command commander, the commandant of the Coast Guard, and the chief of the National Guard Bureau.
The other governors appointed to the council are: Jan Brewer (Arizona); Jack Markell (Delaware); Neil Abercrombie (Hawaii); Terry Branstad (Iowa); Martin O’Malley (Maryland); Jay Nixon (Missouri); Bob McDonnell (Virginia); Chris Gregoire (Washington); and Matt Mead (Wyoming).
“I am honored once again to accept this nomination to serve a second term as a member of this important body,” Fortuño said. “My participation has allowed me to stress the strategic importance of Puerto Rico as the nation’s Caribbean frontier and to contribute to improving intergovernmental coordination.”

CNN uploaded a video on it TODAY, making it a current event as far as we're concerned. The nonexistent antecedent of "this story" in the previous sentence being, "Puerto Rico's police force is super corrupt."
The American Civil Liberties Union released a report on the Puerto Rican police, which is the second-largest police force in the United States (obviously including territories here), on June 19, and it ain't pretty. While attention on police misbehavior in ACTUAL states has increased thanks to the string of abuses associated with Occupy Movement protests, those incidents don't hold a candle to the sorts of horrors contained in the ACLU report.
Did I read the entire paper? No, dummy, it's 182 pages long, but you can download it and knock yourself out if you want. The section headers alone, though, are enough to make you cancel your cruise to San Juan. They are: III. Shooting to Kill: Unjustified Use of Lethal Force IV. Police Brutality against Low-Income, Black, and Dominican Communities V. Billy Clubs versus Speech: Excessive Force against Protesters to Suppress Speech and Expression VI. Documented Cases of Police Abuse against Protesters VII. Failure to Police Crimes of Domestic Violence and Sexual Assault VIII. Total Impunity: Failure to Investigate or Punish Police Brutality IX. A Lawless Police Force: Lack of Guidance Governing the Use of Force, X. Relevant Constitutional and Human Rights Law.

Well then. Even if you remove some of the florid rhetoric, the ACLU report doesn't exactly paint a pretty picture of Puerto Rico's police. Between 2005 and 2010, 1,700 of the island's 17,000-member force were arrested for various crimes ranging from domestic abuse to murder. It's worth remembering that police despise disciplining their own, so I can only imagine what those who DON'T get arrested are doing with their time.
But why should we care? After all, Puerto Rico isn't even a state, and the last time I checked, they don't speak Anglish down there. CNN, can you help us out?
Yes, CNN will help. The reporters in the video below repeatedly remind us that the nearly 4 million people who reside in Puerto Rico are in fact UNITED STATES CITIZENS. Who knew? It's not like this is happening in a foreign country, as correspondent Nick Valencia points out. This is OUR country. If Puerto Rico were a foreign country we could send in a drone strike and not have to worry about it, but here in AMERICA, this shit won't fly.

The ACLU has filed a lawsuit with the feds and is calling for swift action from the US and Puerto Rican governments. Things don't usually work out too well when America tries to impose its will on brown people who don't speak English, but remember: THESE ARE AMERICAN CITIZENS WE'RE TALKING ABOUT - 7 JUL 12.

CNN uploaded a video on it TODAY, making it a current event as far as we're concerned.
