Cannabis Legalization Activists Protest In Puerto Rico

Several pro-cannabis legalization activists residing in Puerto Rico participated in a protest in the form of a 4/20 march that ended at the seaside Capitol building, where Senator Miguel Pereira filed legislation this week that would decriminalize the possession of up to an ounce of cannabis.
Senator Pereira, who is a former federal prosecutor and corrections secretary, claims that arrest cases involving the possession of cannabis are cutting into much needed government revenue and that 80 percent of those that are currently incarcerated are serving time for non-violent crimes.
Apparently Senator Pereira’s efforts to decriminalize cannabis in his republic have caused quite a bit of controversy leaving the island polarized, with some legislators demanding his resignation.
“It’s outrageous that someone who was elected by the people tries to use his position to cause addiction, sicken and destroy Puerto Rican society,” Senator Itzamar Pena avowed.
As with most societies, alcohol is widely accepted in Puerto Rico and there are certain politicians that are concerned that decriminalizing cannabis could lead to an increase in drug related crime, police, teachers and doctors using cannabis while on the job and that there will be a surge in cannabis addiction cases.
“This measure has to be studied extremely carefully,” Senator Jose Perez Rosa proclaimed. “It’s not like alcohol, where acceptable levels (of use) exist.”
Puerto Rico’s current laws concerning cannabis possession are relatively strict, leaving individuals unfortunate enough to become ensnared by law enforcement to face the possibility of a three year prison term and be forced to pay a fine of up to $5000.
Justice Secretary Luis Sanchez Betances wouldn’t state his position on Senator Pereira’s legislation, but did however proclaim that the government needs to discuss finding alternatives to the current cannabis laws.
“This opens a public debate,” Justice Secretary Betances avowed.
Puerto Rico’s Governor Alejandro Garcia Padilla made a similar statement during an earlier press conference.
“I don’t have a problem with an open debate about the possibilities, benefits or drawbacks of such a measure,” Governor Padilla affirmed.

SAN JUAN, PR — Dozens of people marched Saturday through Puerto Rico’s capital amid growing support for a recent bill filed by a former police chief that aims to legalize marijuana for personal use, unleashing an unprecedented debate in this conservative U.S. territory.
The crowd marched to the seaside Capitol building, where Sen. Miguel Pereira filed a bill this week stating it should be legal for those 21 and older to possess up to one ounce of marijuana. The former federal prosecutor and corrections secretary said possession cases are costing the government money, noting that 80 percent of inmates are serving time for non-violent crimes.
His comments have polarized the island, with some legislators demanding his resignation.
“It’s outrageous that someone who was elected by the people tries to use his position to cause addiction, sicken and destroy Puerto Rican society,” Sen. Itzamar Pena said.
Critics say the proposal would further fuel violence on an island of 3.7 million people that reported a record 1,117 killings in 2011, with police saying that 70 percent of killings are drug-related. Others expressed concern that police, teachers and doctors would smoke while working.
“This measure has to be studied extremely carefully,” Sen. Jose Perez Rosa said. “It’s not like alcohol, where acceptable levels (of use) exist.”
Currently, those charged with marijuana possession can face up to three years in jail and a $5,000 fine.
Justice Secretary Luis Sanchez Betances did not say whether he favored Pereira’s measure, but he said the government should find alternatives to the current law.
“This opens a public debate,” he said.
Gov. Alejandro Garcia Padilla echoed a similar sentiment in a press conference this week.
“I don’t have a problem with an open debate about the possibilities, benefits or drawbacks of such a measure,” he said, adding that the issue is not a priority for his administration.
Last year, Colorado and Washington became the first states to legalize marijuana for those over 21. The law, however, bans the public use of marijuana.
Puerto Rico joins a handful of other Caribbean islands, including Jamaica and St. Lucia, where there has been a push to legalize marijuana use.
In Jamaica, government officials previously reviewed recommendations to decriminalize possession of small amounts of marijuana. The proposal has the backing of several church leaders, but it has not gained traction on an island that remains the Caribbean’s largest pot exporter to the U.S.
In St. Lucia, supporters also have spent more than a decade lobbying the government without success to endorse a commercial hemp project.

SAN JUAN, PUERTO RICO -- Roberto González Nieves, archbishop of Puerto Rico, in these past few days, the Vatican requested the resignation of this individual where he is strongly accused of concealing pedophile priests, and using the San Juan parish as a center for political campaigns and other things.
Faced with these complaints, the religious remained calm because he ensures that all these accusations are false, however, a letter from Cardinal Outllet, he requests that for such actions he must leave his position without objection of any kind.
The letter from Cardinal Outllet, states very clearly that González Nieves, is complicit in covering up pedophile priests, as well as an investigation on priest Edward Santana and shared residences and the installation of an altar of the Motherland, a mausoleum where funeral rites are performed to the hierarchy of a government or groups of VIP inside the cathedral of San Juan.
Apart from this, there is mention of a sale of a school, named Colegio La Milagrosa, where according to the priest, this type of transaction, does not concern the high command of the Catholic Church.
The rules or laws that the Vatican itself employs are broken by their own "personnel" seeking the favor of politicians and their personal benefit, not the benefit of the parishioners. I think this is the tip of the iceberg and therefore, we should expect more news on this matter, for the concealment of pedophiles is serious, but the profit on these types of things, show that the Vatican and its leaders skin each other.

La Santa Sede ha exigido la renuncia delarzobispo de San Juan (Puerto Rico), Roberto González Nieves, acusado deproteger a sacerdotes pedófilos y de utilizar la catedral para actos políticos. El religioso, en una carta enviada al cardenal Ouellet, se defiende de las acusaciones y denuncia "la falsedad y tergiversación" de las mismas.
El arzobispo metropolitano de San Juan, Roberto González Nieves, contestó el pasado mes de febrero varios señalamientos que hicieran en su contra el cardenal Marc Ouellet, prefecto de la Congregación para los Obispos y su secretario, el monseñorLorenzo Baldisseri en una reunión el 15 de diciembre del año pasado en Roma en la que además le pidieron que renunciara a su cargo.
"En esa reunión, se me indicó que yo tenía que renunciar a la Sede Arzobispal de San Juan de Puerto Rico y que pidiera otro encargo en la Iglesia. Las injusticias, las persecuciones, las difamaciones, las tergiversaciones de hechos, los procesos injustos y parcializados jamás pueden ser fuentes de derecho para la renuncia de un Obispo, o justa causa para ello. Por lo tanto, este servidor quiere hacer constar que jamás renunciaría a la Sede Arzobispal de San Juan cuando no hay razones para ello", indica la misiva fechada al 20 de febrero pasado y que fue divulgada por una emisora (NotiUno).
"Durante la reunión, me fue leída una larga lista de acusaciones contra mi persona que me sorprendieron y causaron gran consternación, primero, por la falsedad de las mismas y la tergiversación de hechos, y segundo, porque entendí que se prejuzgaba mi culpabilidad. De hecho, no tengo claro si esas acusaciones eran conclusiones de hechos y de serlo así, de qué investigación surgieron, porque de los hechos reales que a mí me constan, y de la cual poseo evidencia fehaciente, jamás se pudiera concluir lo señalado en dicha reunión", añade el documento de seis páginas.
Entre los aspectos por los que se le señalan están la protección a sacerdotes pedófilos, una investigación sin jurisdicción al reverendo P. Edward Santana, las residencias compartidas y el Altar de la Patria.
Asimismo, González indica en el escrito que le fue prohibido hablar sobre el asunto, aunque aceptó haber consultado confidencialmente con varios líderes de la iglesia católica como el monseñor Félix Lázaro, obispo de Ponce y el monseñor Álvaro Corrada del Río, obispo de Mayagüez. También comentó sobre el tema con los cardenalesBernard Law, Joseph Levada y Sean O'Malley.
El asunto también fue consultado confidencialmente con el arzobispo de Tegucigalpa, el cardenal Oscar Rodríguez Maradiaga y con el de Nueva York, el cardenal Timothy Dolan. González además autorizó a Dolan a hablar sobre la situación con el cardenal Rigali.
De otra parte, el arzobispo metropolitano de San Juan menciona en la misiva que conversó con el prefecto de la Congregación de la Doctrina de la Fe, el arzobispoGerhard Ludwig Müller ya que los cuatro temas mencionados anteriormente "de los que se levantan acusaciones o señalamientos son de competencia, en primera instancia, de su dicasterio".
Nieves mencionó que la visita apostólica por parte de la Congregación para el Clero "ha durado más de un año (del 25 de octubre de 2011 al presente) y que realizó S.E.R., Mons. Antonio Arregui Yarza, arzobispo de Guayaquil" y que el delegado apostólico, S.E.R., Mons. Jozef Weslowoski le advirtió sobre la posibilidad de nuevas visitas sorpresas.
Además, señaló que ha intentado infructuosamente comunicarse con el Prefecto de la Congregación para el Clero, el cardenal Mauro Picaenza y que durante la visita apostólica se le prohibió hacer nombramientos eclesiásticos.
También indica en la carta, que aun no le han enviado el permiso final para la venta del Colegio La Milagrosa a pesar que el monseñor Celso Morga Iruzubieta le notificó esa transacción no confligía con la visita apostólica.
"Me siento confiado y fortalecido de que ante cualquier foro que aquilate en justicia y conforme a derecho la prueba tanto a mi favor, como aquella que se pudiera usar en mi contra, saldrá a relucir la integridad moral de este servidor, su diligencia en la administración de los bienes eclesiásticos, la diligencia en atender los casos de disciplina eclesiástica y que mis intervenciones en la cosa pública han sido inspiradas en la doctrina social católica de las Iglesias y en los principios evangélicos, y no en la política partidista o ideológica", concluye la carta.
