Alejandro García Padilla Governor made it absolutely clear yesterday that he wants the superintendent Hector Pesquera remain in office up to the Puerto Rico Police Department after his contract expires March 31.
However, the police chief situation is uncertain, since he has not said if it is or not, and kept quiet about it today.
Meanwhile, a spokesman for the Port Authority of Miami-Dade, where Pesquera has its permanent seat as deputy in charge of port security in Miami, said last night that they expect the prompt return of veteran FBI exagente.
"The answer is yes," said the governor this newspaper yesterday when asked if Pesquera has asked to remain in place after the expiration of the current contract between the Government of Puerto Rico and the Port Authority of Miami, which has allowed to lead the Uniformed officer for one year.
"It's more complex than that, because it is the family, so ... There are few areas of human sensibility that one has to address and we are having a dialogue with him, but if I had my way, it is, "said Garcia Padilla.
Meanwhile, Pesquera was just yesterday in Miami, "on official business" and would return to Puerto Rico this weekend, his spokesman said last night in the police, Michelle Franco. Pesquera was informed by Franco had "no comment at this time on".
"To our knowledge, Mr. Pesquera return to Port of Miami at the end of his contract, as planned," said last night, meanwhile, Andrea Amador Muñiz spokesman Miami Ports Authority.
"I'm aware that the Puerto Rican government has made no request for extension (of the contract). We plan to return to the Port of Miami, "said Muñiz-Amador.
The agreement between the Government of Puerto Rico, managed by the administration of former Governor Luis Fortuño, and Miami-Dade County, means that the Island government pays the salaries and benefits that the officer gets in office in Florida.
This includes an amount of up to $ 283.100 divided into a salary of $ 144,542.58, plus fringe benefits of $ 34,232.39, to which their remaining $ 14.454 paid Pesquera by your health plan, and reimbursement for expenses such as travel, food and laundry up to $ 118,779.03 . At the end of the contract, March 31, Pesquera return to Miami unless an extension is agreed to that contract or the officer resigns in Miami.
Last April, Pesquera said he had bought a house in Puerto Rico and his wife already had a job here.
Sectors within the Popular Party headed García Padilla questioned the hiring of Fisheries and remuneration involved.
But the governor was pleased with the work of Fisheries and states that has managed to lower the crime rate.
Reform federal suits
Moreover, the governor defended his administration's approach is doing to the Department of Justice United States that contribute two-thirds of the $ 300 million that is estimated to be the cost of the plan to reform the police.
Attorney, Luis Sánchez Betances, made that claim this week as part of the renegotiation of the preliminary agreement between Justice and the federal government for federal Boricua withdraw the lawsuit filed last December in alleging a pattern of violation of civil rights by the Uniform.
"A change in the approach that I have done to the federal government on how to address the crime problem is that I am not asking a favor: I'm offering help to them," García Padilla said yesterday in a meeting with the Editorial Board El Nuevo Dia
He argued that given that "the majority of violent crimes related to the trafficking of drugs and that 92% of the drug entering Puerto Rico is in transit and arrives in the United States, I'm doing them a favor, while I helped myself. "
However, demand for the Civil Rights Division of the Justice Department of the United States against the Government and the Police of Puerto Rico does not have to do directly with the body's ability to fight crime, but the pattern of violations civil rights by the police.
The lawsuit specifically mentioned abuses committed with excessive force by police against demonstrators who have protested against the government, including workers and students.
It also alludes to the demand pattern of abuses against immigrants, particularly from the Dominican community, and against homosexuals.
Federal Court agreed with the previous administration of Luis Fortuño plan involved at least five years to retrain and reform the police, to improve monitoring systems and to correct abuses.
However, the preliminary agreement states that the current administration would have until April 15 to renegotiate any matter. Failing agreement, the case still looks like a contentious issue.
García Padilla's government might find some support for the proposition that federal Justice contribute to the cost of reform in recent expressions of Federal Judge Gustavo Gelpi, who is in charge of litigation in the Federal Court of Puerto Rico.
Gelpi, citing the critical fiscal situation of Puerto Rico, raised in a court order, "this Court would like to be wrong, but based on their experiences, has the impression that the proposed settlement appears to be too ambitious to consider constraints of time and money. "
The judge ordered the parties to deliver a joint motion to implement the proposed budget in a consent decree before 15 March.
