The Federal Reserve Bank’s recent report on the competitiveness of Puerto Rico’s economy included a recommendation to reduce barriers to job creation and labor force participation by improving incentives to work. Download the full report. Caribbean Business saw optimism in the bank’s analysis, reporting that “the New York Fed noted that on several measures Puerto Rico has features that make it a strong — and potentially a highly competitive—economy.”
The positive points made in the report include the increasing literacy and educational attainment of the Puerto Rican population, the fact that many of its resident are bilingual, its open economy, the central location of the island between the U.S. and Latin America, and its close ties to the U.S. mainland. These points have made Puerto Rico an important asset to the United States.
The report also contained some criticisms, especially on the subjects of unemployment and labor market opportunities. For example, the report raises the idea that reducing the minimum wage in Puerto Rico might be a good idea. It recommends as a possible first step to consider a young-worker subminimum wage that targets workers under the age of 25. At the same time, the report also suggests that TANF (public assistance), NAP (food stamps), and SSDI (disability benefits) may tempt Puerto Ricans not to work.
These critiques are interesting because Puerto Rico is generally treated less generously under social programs than any state in the United States. In fact, Resident Commissioner Pedro Pierluisi discussed the need for parity for Puerto Rico in these programs in a recent speech. Listen to the speech. He has introduced legislation to create more equitable treatment for Puerto Ricans under TANF, NAP and SSI programs as well as portions of Medicare. He has also proposed legislation to include all U.S. territories in the National Breast and Cervical Cancer Early Detection Program.
“Puerto Rico is treated unfairly under Federal programs designed to help our nation’s most vulnerable residents,” said Pierluisi in his speech. “When you look at the status and the well-being of all the American citizens living in the territories, you realize that what they face is geographic discrimination.”

¿Quién está en desigualdad? El que trabaja, se amanece y busca su pecunio de forma honrada y honesta. Ese trabajador (que, por fin, se le hizo justicia con la reforma contributiva) es el que paga doble de todo y no tiene beneficio de la tarjeta de salud, subsidio de luz, agua, celular y ahora hasta internet. Esa es la desigualdad de la que hay que hablar. No del vagoneta que vive del cuento.

Es una pena que en los tiempos en que estamos viviendo, donde la criminalidad y el deterioro familiar están rampantes, que no podamos contar con la ayuda del gobierno para el mantenimiento del parque Pedro C. Timotheé, de Puerto Nuevo.
Durante décadas, estas instalaciones han sido olvidadas por las administraciones estatales y municipales. Junto a los comercios del área hemos logrado la limpieza y mejoras de las áreas verdes y de los juegos, pero necesitamos ayuda para mejoras en el parque de pelota. Esta dependencia no se puede usar porque el terreno de juego no está acondicionado. Además, los ‘robacobres’ le sustrajeron los cables al alumbrado. Para colmo de males, por un detalle de titularidad, ni el gobierno estatal ni el municipio de San Juan quieren hacerse cargo del mismo.

En la nota titulada “Se emitirán pasaportes en la Isla” que publicó en la edición de ayer martes 17 de julio en las páginas 20 y 21 de El Nuevo Día, se citó incorrectamente a Florence G. Fultz, directora de operaciones de la Oficina de Servicios de Pasaportes, adscrita a la Oficina de Asuntos Consulares del Departamento de Estado de los Estados Unidos. En la cita que lee: “Esto tiene que ver también con el cambio de la ley en el 2007. Antes no hacía falta un pasaporte para viajar de Puerto Rico a Estados Unidos, ahora sí”; debió decir: “Esto tiene que ver también con el cambio de la ley en el 2007. Antes no hacía falta un pasaporte para viajar a muchos lugares, ahora sí”. Lamentamos el malentendido y los inconvenientes que haya podido causar este error.
Me opongo a que a Carmen Yulín Cruz, candidata a la alcaldía de San Juan, la Policía le brinde protección personal. Ella no ha sido víctima de nada, porque nada ocurrió.
Si Cruz entiende que su seguridad está en entredicho porque un desconocido la siguió en una ocasión, debe solicitarle al Partido Popular Democrático que la proteja. Son ellos los llamados a hacerlo porque si ella se debe a ellos, ellos se deben a ella también.
Hay un buen numero de guardias de seguridad privados con excelente capacidad para protegerla. Por lo que no hay necesidad de asignarle escolta pagada con fondos públicos.
Que se dedique a diseñar un plan de de apoyo para la gran cantidad de mujeres que cuentan con órdenes de alejamiento y de protección. Esas sí están en riesgo de muerte, pero no “cualifican” para una escolta. Diana Altiery Puente peligroso en la Avenida Kennedy
No soy ingeniero, pero creo que el puente del expreso 22, que permite el tránsito por encima de la avenida Kennedy, debe ser evaluado por un ingeniero lo más pronto posible.
El daño se ve en el carril (de la Kennedy) en dirección a San Juan. Este puente hace rato que enseña las varillas. Algo ocurrió en el fin de semana que hay concreto en el carril y la abertura del puente se ve más grande. Esto debe tener prioridad, ya que puede causar la pérdida de vidas y daños a la propiedad. The commitment of the Secretary of U.S. Homeland Security, Janet Napolitano, Puerto Rico to provide more and better tools at the federal level to fight the police on crime is a major achievement, but not be seen as the ultimate solution to the security crisis facing the country.
IN COLUMN "Inequality and violence" (The New Day, Saturday 14 July) the exgobernadora Sila Calderon said on inequality and violence in our country. I agree on many things, however, and with all due respect I think there is also inequality for those who work every day and night after night.
They pay taxes for education, health and safety, among others. Then, parents can send their children to private school, pay for a health plan and security because the government does not provide services should be.
Who is at odds? The works, it dawns and seeks pecunio so upright and honest. That worker (which finally did it justice with tax reform) is the one who pays double of everything and not have the benefit of the health card, subsidized electricity, water, phone and internet now up. That is the inequality that we must talk. Not living the story wagon.
Mrs. Calderon, you had your turn at bat and took away the reform of the "marriage tax penalty" for getting of couple of dollars to government coffers. Never returned the first year of compulsory insurance and increased taxes, among others.
It is inequitable for which works decently and dawn. We have to start watching this with a different crystal.

Movie Hole got hold of a casting call for the upcoming Kick-Ass 2.
Here it is:

Described as a ‘roided-out female bodybuilder, she needs to be extremely physically imposing and muscular, though still come across as feminine. As tall as possible (6ft and over only). The part being cast is Mother Russia, a body guard for Christopher Mintz-Plasse’s Red Mist.
Shooting on Kick-Ass 2 is scheduled to start this September in Toronto and London. Jeff Wadlow is directing with Aaron Johnson, Chloe Grace Moretz and Plasse all returning.
The plot will incorporate story lines from both the Kick-Ass 2 and Hit Girl comics by Mark Millar and John Romita Jr.
