Pierluisi Statement on Moody's Decision to Place Puerto Rico General Obligation and Related Bonds on Review for Downgrade

Washington, DC—Resident Commissioner Pedro Pierluisi released the following statement: “Unfortunately, Moody’s Investors Service, one of the three main credit rating agencies, has placed the general obligation (G.O.) rating of Puerto Rico on ‘review for downgrade.’  Puerto Rico’s G.O. rating is currently Baa3, which is one notch above junk status (Ba1).  Moody’s also announced that it is placing on review for downgrade other Puerto Rico ratings, like COFINA bonds, that are linked to the G.O. rating. “This action by Moody’s is a result of poor policy choices made by the administration of Governor Alejandro García Padilla, combined with structural economic problems that are a direct and inevitable consequence of the unequal territory status that the Governor and his party support.    “During the upcoming review period, the García Padilla administration must correct course.  A sense of urgency is required, because the stakes could not be higher for Puerto Rico.  “The first step the Governor must take is to acknowledge reality and to stop proclaiming, despite all the evidence to the contrary, that the financial and economic picture is improving.  The Governor may believe these claims are good politics, but they undermine his credibility with the investment community, the ratings agencies, and—most importantly—the Puerto Rico public.      “To the people of Puerto Rico, I say this.  Over the years, you have confronted many challenges.  You have always done so with courage and character, and I know this time will be no different.  Puerto Rico has enormous potential.  I pledge to you that, one day soon, this potential will be fulfilled.”

House Approves 2014 Defense Bill That Benefits Vieques and Culebra

Washington, DC—The U.S. House of Representatives last night approved the Fiscal Year 2014 National Defense Authorization Act (NDAA), which includes language proposed by Resident Commissioner Pedro Pierluisi that urges the Department of Defense to make all historical documents and reports related to the use of Vieques and Culebra as a military training range available to the Puerto Rico public.  The bill also authorizes $14.8 million for two construction projects for the Puerto Rico Army National Guard at Camp Santiago in Salinas.  The Senate will vote on the bill next week. “The language on Vieques and Culebra, which is a direct result of our efforts, will help ensure that the people of Puerto Rico have as much information as possible about what munitions were used on the two islands, where those munitions were used, and how many of those munitions remain on the islands and potentially pose a threat to human safety and the environment,” said Pierluisi. “It goes without saying that, given the history, achieving the inclusion of language related to Vieques and Culebra in the annual defense bill is extraordinarily difficult.  I had to fight very hard for this language.  Indeed, this is the first time since the Navy closed its training range on Vieques in 2003 that a resident commissioner has been able to include language related to Vieques in the defense bill,” added Pierluisi. The Resident Commissioner explained that, a decade after the Navy stopped using Vieques as a training range and nearly 20 years after the Navy stopped using Culebra as a training range, there remain many unanswered questions and gaps in information about the exact types and amounts of ordnance that was used on both islands, as well as about possible links between the past military exercises and the present threats to public safety, public health and the environment.  Pierluisi has sought to fill these gaps by calling upon federal agencies, including the Agency for Toxic Substances and Disease Registry, working in partnership with independent researchers, to take a more active and assertive role in designing, implementing and especially funding the additional studies that are still needed to determine the nature and potential causes of the health problems being experienced by residents of Vieques. The NDAA also includes $14.8 million in authorized funding to complete two construction projects at Camp Santiago for the Puerto Rico Army National Guard, including $9.2 million for a multi-purpose machine gun range and $5.6 million to expand—by 14,210 square feet—an important maintenance and equipment storage facility. “The Puerto Rico National Guard fights for us every day, in both foreign and domestic missions, and they deserve the best equipment and facilities available.  I am pleased the bill authorizes funding for these important projects,” said Pierluisi.

San Juan, Dec 13 (EFE).- The government of the Puerto Rican city of Arecibo, site of the biggest radio telescope in the world, has just realized it has only enough money to pay its 800 employees for one more month.
"We've asked for help from the governor," Mayor Carlos Molina said Friday.
The coastal municipality at some 80 kilometers (50 miles) west of San Juan estimates a budget deficit of $17 million for the current fiscal year and is $60 million in debt.
"We hope we don't have to dismiss any local government workers," the mayor told reporters Friday.
