Congress Team Going to Puerto Rico for Statehood ‘Cost’ Study

Congressional researchers plan to travel to Puerto Rico next month to gather information for a study intended to make it more difficult for the territory to obtain statehood.
A Puerto Rico plebiscite last November petitioned the Federal government to begin a transition of the islands to statehood. Earlier this month, President Obama sent legislation to Congress for another vote in the territory to confirm the political status aspirations of Puerto Ricans.
The purported purpose of the study is to estimate the Federal budgetary impacts of Puerto Rico statehood — but the report may well provide a misleading picture of a net cost.
The goal of the study request is to discourage Congress from granting statehood at a time when the Federal government is wrestling over how to get an excessive budget deficit under control.
The request was made by the chairmen of the lead U.S. House of Representatives committee and subcommittee on territories issues: Natural Resources Committee Chairman Doc Hastings (R-WA) and Fisheries, Wildlife, Oceans and Insular Affairs Subcommittee Chairman John Fleming (R-LA).  In 2010, Hastings said that statehood for Puerto Rico “would come with significant costs.” He also released his own calculation of the cost of treating Puerto Rico equally with the States in 10 Federal programs. The estimate ranged between $4.5 billion and $7.3 billion a year. (See chart below.)
The Government Accountability Office (GAO), a respected, non-political investigative arm of Congress, is conducting the study. GAO does reports at the request of leaders of congressional panels — but it is limited to researching what it has been asked to do.
In this case, the Hastings’ initiated inquiry was originally only to calculate the budgetary costs of equal treatment of Puerto Rico in selected Federal programs, similar to Hastings’ 2010 calculation. After it was pointed out that such a report would be misleading, however, GAO obtained approval to also estimate increases in Federal revenue from statehood.
But the eventual report is still likely to be misleading on a net budgetary cost.
• Because Puerto Rico is treated very unequally in some major programs and in most tax laws, it has always been recognized that there would need to be a multi-year transition for the territory to become a State. This would enable economic changes in the islands and impacts on the Federal and territorial budgets to be more easily accommodated through phase-ins of equal treatment. It has not been planned for the GAO report, however, to illustrate a real-world progression of budget costs and benefits. Instead, the study is to provide a static, one-year estimate that will suggest a much more immediate, substantial budget impact.
• GAO is not factoring the cost to the Federal and State governments of the massive relocation of Puerto Ricans to the States because of greater Federal and State program benefits and other greater economic opportunities in the States than in the territory. The States are now home to some 1.6 million citizens born in Puerto Rico and approximately 4.6 million people of Puerto Rican heritage.
• The study is not examining how statehood could be implemented on a budget-neutral basis. In 1989-90, U.S. Senate committees approved a bill that would have implemented statehood for Puerto Rico with no cost to the Federal government by adjusting program and tax laws and providing for a transition.
• GAO is not using current program and tax data because it is difficult to obtain. The older numbers being used would overstate costs and understate revenues because of reductions in Federal spending and increased taxation that began to take effect this year.
Critically, GAO has also been having a hard time in obtaining information necessary to calculate increased revenue from equal taxation, particularly the income of manufacturing operations in the territory owned by companies in the States but headquartered in foreign tax havens. Most of the manufacturing in the islands is done by such companies — and manufacturing accounts for 42-48% of Puerto Rico’s Gross Domestic Product.
The study, additionally, needs more information to project changes in Puerto Rico’s economy that would result from statehood. Statehood resulted in transformative investments in the economy of Hawaii, the last State to enter the Union and, like Puerto Rico, islands separated from the rest of the country by many miles of ocean.
Hastings initiated the study request last year anticipating that statehood would win Puerto Rico’s plebiscite.
He plans a Committee hearing this year on the plebiscite. It is likely that he would use the GAO report in the hearing.
In addition to cost, Hastings has questioned whether a State of Puerto Rico should have Spanish as well as English as an official language — as the territory of Puerto Rico does now and similar to Hawaii’s Hawaiian and English official languages.
Despite Hastings’ opposition, however, the House of Representatives overwhelmingly approved legislation in 2010 including statehood as an option for Puerto Rico.

Fortaleza details public sector pay hikes; raises granted during Fortuño’s term

La Fortaleza detailed Friday which government workers will get pay raises announced by Gov. Alejandro García Padilla during his budget and State of the Commonwealth address at the Capitol.
Some 40,000 public employees at more than two dozen agencies are in line for pay raises ranging from $70 to $160 per month. Public school teachers are not getting salary boosts.
The governor touted the raises at the Capitol on Thursday as he listed his administration’s initiatives. However, the salary hikes were approved by the previous administration former Gov. Luis Fortuño in collective bargaining agreements signed in 2010 and 2011, but were frozen under the Law 7 austerity moves.
Half of the pay hike will take effect for each worker with the start of fiscal 2014 in July. The other 50% of the raise will be added in February 2014.

García Padilla unveiled a $9.83 billion operating budget Thursday night during an address in which he pledged to reduce crime, create jobs, boost school attendance and expand the U.S. territory’s tourism sector.
The proposed spending package is $783 million more than the current budget, which will be covered by new revenue and $200 million in deficit financing, he said.
García Padilla said that beginning in December, the sales & use tax (IVU by its Spanish initials) will be lowered to 6.5 percent from the current 7 percent level, without impacting billions of dollars in outstanding bonds backed by the tax.
The proposal was being undertaken in tandem with measures to widen the base of the IVU, eliminating some exemptions, which would end up raising additional revenue. The plan would continue to exempt items including prescription medicine, books and non-processed foods.
The governor said he plans to reduce the island government’s $2.2 billion deficit to $775 million in one year, in part by taxing those who earn $200,000 or more a year or who buy homes valued at $1 million or more. He did not provide details about those taxes.
“Under my administration, those who have less, contribute less, and those who have more should contribute more,” he said to boisterous applause of members of his Popular Democratic Party in the seaside Capitol in San Juan.
His announcement comes as the U.S. territory struggles to improve its financial situation, seeking improved scores from Wall Street ratings agencies that have downgraded its general obligation bonds to near-junk status.
The governor also said every police officer, regardless of their rank, will receive an additional $100 a month. It’s a measure meant to appease police, who recently staged a sickout to demand better wages and protest proposed cuts in retirement benefits.

UN PLAN INTEGRAL CONTRA LAS DROGAS

El proyecto presentado por el senador Miguel Pereira para despenalizar el consumo de la marihuana como medida para combatir la actividad criminal relacionada con ésta, es una nota extemporánea y discordante y una distracción innecesaria en la discusión más amplia que tiene que abordar el país sobre el narcotráfico y la drogadicción.
Es una realidad que el modelo vigente en la lucha contra el narcotráfico, al cual destinamos miles de millones de dólares al año, enfocado principalmente en aspectos puramente policiales de atacar la oferta y la demanda ha fracasado.

Las consecuencias de este fracaso son evidentes en nuestro entorno diario. Por un lado los centenares de asesinatos que ocurren en nuestras calles relacionados con el trasiego de narcóticos, nos está robando un importante sector poblacional: los varones entre los 16 y 39 años, segmento demográfico que integra un 70% del total de asesinatos que se registran anualmente en la Isla.

Los niveles de utilización y adicción a drogas ilícitas en la Isla, donde una cuarta parte de la población entre los 15 y 74 años admite haberlas utilizado alguna vez en su vida, según datos de la Administración de Servicios de Salud Mental y contra la Adicción, también confirman esta realidad.

En tanto, los narcotraficantes controlan el diario vivir de los residentes en no menos de 2,000 comunidades, según datos de la propia Policía, y el 80% de la población penal cumple penas por delitos relacionados con la venta, trasiego y consumo de sustancias controladas.

Este espeluznante cuadro que corroe nuestra sociedad y promueve entre sus nefastas secuelas la desigualdad y la exclusión social, lo que plantea es la urgencia que impera en el país de la formulación e implementación de una verdadera estrategia para combatir el narcotráfico y atender la drogodependencia, no meramente una propuesta para despenalizar la posesión para uso personal de la marihuana como la que ha presentado el senador, exsuperintendente de la Policía y exsecretario de Corrección.

Este debe ser un plan que cuente con la orientación de diversos sectores para su confección y que incluya la participación activa de los líderes de todos los partidos políticos en la búsqueda del consenso político necesario para lograr hacer un cambio radical con resultados concretos.

Y es fundamental para las voces que decidan participar en este proceso que resulte en un debate de altura y mesura, sin apasionamiento político, o de cualquier otra índole, y abierto a nuevas propuestas sin importar de quienes vengan.

Es en este marco amplio de un problema multidimensional que se deben debatir propuestas como las esbozadas por figuras como Pereira, el líder comunitario José Vargas Vidot y el exjuez federal Juan R. Torruella para despenalizar el consumo de ciertas sustancias menores y atender el problema de la adicción como un asunto de salud pública en el que se exploren diversos e innovadores programas de manejo y tratamiento, como lo han hecho con cierto éxito 18 estados y el Distrito de Columbia, y países como Suiza, Holanda, Portugal, la República Checa y España.

Si aspiramos a combatir de forma efectiva el serio problema de trasiego y consumo de sustancias controladas no hay otro derrotero que no sea el de desarrollar un gran proyecto que, a corto y largo plazos, afloje el yugo de la violencia y la criminalidad relacionadas al narcotráfico, al tiempo que atiende el problema de la adicción desde un enfoque salubrista y psicosocial. No hay de otra.

US Tries New Aerial Tools in Caribbean Drug Fight

Drug smugglers who race across the Caribbean in speedboats will typically jettison their cargo when spotted by surveillance aircraft, hoping any chance of prosecuting them will vanish with the drugs sinking to the bottom of the sea.

That may be a less winning tactic in the future. The U.S. Navy on Friday began testing two new aerial tools, borrowed from the battlefields of Afghanistan and Iraq, that officials say will make it easier to detect, track and videotape drug smugglers in action.

One of the devices on display aboard the High Speed Vessel Swift is a large, white balloon-like craft known as an aerostat, which is tethered up to 2,000 feet (600 meters) above the ship's stern. The other tool on board for tests in the Florida Straits is a type of drone that can be launched by hand from the deck.

Together, they expand the ability of Navy and Coast Guard personnel to see what's beyond their horizon, according to officials from both military branches and the contractors hoping to sell the devices to the U.S. government.

The devices should allow authorities to detect and monitor suspected drug shipments from afar for longer sustained periods, giving them a better chance of stopping the smugglers. They also should allow them to make continuous videotapes that can be used in prosecutions.

"Being able to see them and watch what they are doing even before we get there is going to give us an edge," said Chief Chris Sinclair, assistant officer in charge of a law enforcement detachment on board the Swift, a private vessel leased to the Navy that is about to begin a monthlong deployment to the southwestern Caribbean, tracking the busy smuggling routes off Colombia and Honduras.

Crews practiced launching and operating both systems before a small contingent of news media on board the Swift, managing to bring back video of vessels participating in a mock surveillance mission as well as radar and video images of the fishing charters and sailboats that dot the choppy seas separating Cuba from the U.S. mainland.

The drone, officially a Puma All Environment unmanned aircraft system from Aerovironment Inc. of Simi Valley, California, splashed into the water on one landing and had to be retrieved. On the second round, it clacked noisily but intact on the shifting deck of the 321-foot ship. Rear Adm. Sinclair Harris, commander of the Navy's 4th Fleet, said the devices are necessary at a time when the service is making a transition to smaller, faster ships amid budget cuts.

The aerostat, formally the Aerostar TIF-25K and made by a division of Raven Industries Inc. of Sioux Falls, South Dakota, is filled with helium. It's an old technology, models of which have been used for decades, but it's packed with cameras and sensors that expand the ship's radar capability from about 5 miles (8 kilometers) to about 50 miles. That can help teams in an on-board control center to identify larger ships, which now would appear as just dots on the horizon, from as far as 15 miles (25 kilometers) away.

The Puma, meanwhile, can be sent out to inspect a vessel flagged by the larger aerostat and give a "God's eye view," of what's happening on board, a job usually handled by a plane or helicopter, said Craig Benson, director of business development for the company.

Both the aerostat and the drone have been used widely by the U.S. government for overseas actions, but Harris and others aboard the Swift said neither has been used before by the Navy to conduct counter-drug operations.

Unmanned aerial devices, however, are not new to the drug fight. U.S. Customs and Border Protection operates 10 Predator drones, including two based in Cape Canaveral, Florida, that patrol a wide swathe of the Caribbean through the Bahamas and down to south of Puerto Rico. It deployed one to the Dominican Republic last year for six weeks and has considered using one in Honduras. The others are used along the northern and southern borders of the United States.

The U.S. military has long been deeply involved in counter-drug operations in the Southern Hemisphere, coordinated by a multi-agency task force based in Key West, Florida. Navy ships and Air Force jets use their radar to track and run down smugglers, though for legal reasons the actual arrests are carried out by the Coast Guard, civilian agencies or officials from other countries.

In March, the military said it would reduce patrols and sorties in Latin America and the Caribbean because of the automatic spending cuts imposed by Congress, another argument for increased use of aerial surveillance devices like the aerostat and drone, officials said.

Representatives on the Swift from both contractors declined to say what their systems cost. But they said each can be run at a fraction of the cost of the fixed-wing planes or helicopters usually dispatched to check out suspected smugglers.

Tendencias en el periodismo para el 2013 (Opinión)

“Los temas noticiosos serán el crimen y los cambios”
No soy mentalista, astróloga ni psíquica, aunque como buena puertorriqueña, tengo mis dones. Quizás por eso es que en los pasados tres años que llevo publicando mis pronósticos y tendencias en el periodismo y en los medios noticiosos locales las he pegado todas. Pero no es por suerte.
Las tendencias que espero que se den este año, como todos los años, surgen luego de revisar los trabajos que redacto para los análisis que hago semanalmente en mi blog En Blanco y Negro con Sandra (http://enblancoynegromedia.blogspot.com/) y en el programa radial El Azote con Luis Dávila Colón en WKAQ, así como de conversaciones extensas que mantengo y entrevistas que he tenido con periodistas, editores, profesores de periodismo y experiodistas en el País. Surgen además de las conversaciones que tengo con profesionales en el exterior y la colaboración, investigación e intercambio con contactos en centros como el Columbia Journalism Review, Nieman Journalism Lab de la Universidad de Harvard, New York University, Sala de Prensa de México, la Sociedad de Periodistas de España, Digitalize Me, así como con otros comunicólogos en Estados Unidos, Suramérica y España. En ese sentido, entiendo que las 10 tendencias que veremos en el periodismo local en el 2013 siguen lo que se verá en otros mercados, con el sello local. Estas son:
(1) Los temas noticiosos serán el crimen y los cambios: La cobertura de noticias de criminalidad y violencia se mantendrá como el eje central del interés de los medios informativos este año, como pasó en el 2012. Pero este año el público exigirá amplitud en las noticias y soluciones a los problemas. La Prensa tiene la obligación de publicar noticias que ayuden a la unificación del País y que la gente tome el control usurpado por quienes abogan por la violencia. Este año también será noticia los cambios en el enfoque administrativo que traerá el nuevo gobierno de Alejandro García Padilla y cómo este enfrente los retos del País. Los chismes, vidas de famosos, el sexo y el morbo, desgraciadamente, también serán temas vigentes porque venden.
(2) ‘Real-time’ y pluralidad: Se espera mayor pluralidad en las opiniones, en los contenidos y en las líneas editoriales en los medios porque hay más diarios, las redes sociales tienen más difusión y hay nuevas ofertas en los medios electrónicos. Sigue la exigencia del consumidor a enterarse rápido de lo que pasa, por celular o tabletas; por eso las noticias seguirán siendo más cortas y breves, en tiempo real. Para acelerar en la difusión de noticias, las decisiones editoriales también se basarán por lo que esté creando tendencias y debate en motores de búsqueda por la Internet tales como Flock, Samepoint, Socialmention y Livestation.
(3) Personalización: Con la proliferación de las redes sociales y diversidad de medios, las audiencias exigirán más contenidos periodísticos hechos a la medida de sus expectativas. Las audiencias querrán participar, colaborar y aportar contenido a los temas, no solo en radio, sino en televisión e Internet. Querrán ser parte de la noticia. En ese sentido, los periodistas que usen información provista por las audiencias, tendrán que ser más honestos diciéndolo porque el público identifica con mayor rapidez si saben del tema que están reportando o no saben. Esto le ganará más respaldo a los periodistas que reconozcan dónde tienen o no pericia y le restará credibilidad a los que mantienen arrogancia.
(4) Periodistas ‘multi-taskers’: Como pasó en el 2012, las funciones de los reporteros se siguen transformando y aumentando. Además de escribir o tomar fotos, tendrán que tomar vídeos y editarlos, monitorear y ‘curar’ contenidos en la ‘web’, y dar análisis y contexto en sus noticias, reaccionar en Facebook o Twitter, aunque el salario será igual. El periodista del presente y del futuro trabaja en plataformas múltiples. O sea, que lo mismo escribe una nota, que hace un reportaje para audio o vídeo, que toma fotos.
(5) Redes sociales: El uso de las redes sociales para aumentar el tráfico a los sitios ‘web’ de los medios no es nuevo, pero este año se verá una mayor integración en el uso de estas plataformas. Habrá más uso de fotos en Facebook y la integración de herramientas como Instagram, Tumblr o Pinterest, refuerza ese vínculo entre las redes sociales y la fotografía. El año pasado las redes sociales contribuyeron en la creación de noticias en la política y para identificar tendencias. Esto seguirá en el 2013, pero también aumentará el uso de las redes para generar sondeos de opinión de manera instantánea y para aumentar la conexión del público con los reporteros.
(6) Más contenido visual: El aumento en el uso de ‘social media’ también exigirá a los medios tradicionales a que aumenten el contenido visual e imágenes, por lo que se verá más producción de vídeos, programas en YouTube y otras plataformas, y más fotografías en sitios en la ‘web’ de los periódicos y las emisoras de radio y televisión. Aumentarán los ‘blogs’ y ‘videoblogs’ de periodistas, especialmente en sitios multimedia como Tumblr o Posterous.
(7) Alianzas informativas: Casi siempre se dan alianzas exclusivas entre medios para la cobertura de elecciones. Así pasó en el 2012 con todos los diarios, los canales de televisión y ciertas emisoras. Para el 2013, el intercambio de informaciones y los trabajos en investigativos en conjunto, será algo común porque ayuda a producir contenidos noticiosos bien trabajados, con profundidad y variedad temática. La cooperación entre todos los medios también ayuda a reducir costos de producción.
(8) Verificación de noticias y periodismo de datos: Verificar la veracidad de la información es una regla máxima en el periodismo, aunque en años recientes esto ha mermado debido a la necesidad de publicar contenidos de inmediato. Por eso aumentan las imprecisiones y errores. Sin embargo, el público seguirá valorando y exigiendo más que nunca que se verifique la información publicada, no solo en búsquedas en Internet, sino haciendo preguntas e investigando. Asimismo, la incorporación de herramientas cibernéticas para trabajar con grandes volúmenes de datos será tendencia porque permitirá contar las noticias de nuevas formas. Esto también ayudará a determinar los contenidos editoriales y las tendencias de opinión.
(9) ‘Civic journalism’: Los periodistas participan más de sus historias con la idea de integrar el periodismo en los procesos democráticos. No es que se conviertan en la noticia, sino que más allá de informar, la función reporteril debe contribuir a que el público participe en la toma de decisiones y el debate público. Este concepto contradice la idea tradicional de que las audiencias son solo espectadores de los procesos políticos y sociales. La idea del periodismo cívico es rescatar el protagonismo real de la gente, además de proporcionar nuevos temas y enfoques que diversifiquen la agenda noticiosa, haciendo más atractivo el producto informativo. La temática noticiosa que promueve el periodismo cívico es abordar las noticias desde la perspectiva de los ciudadanos y sus necesidades en vez de las élites del poder o del gobierno.
(10) Independencia y credibilidad: Las redes sociales, la rapidez en la noticia y los nuevos enfoques periodísticos solo serán exitosos en la medida en que los periodistas y los medios mantengan su independencia y credibilidad. Como pasó en el 2012, la credibilidad será un tema medular para el ejercicio del periodismo. Se seguirá cuestionando el enfoque en temas superficiales, así como a los periodistas con vínculos políticos o con intereses ideológicos, los compromisos económicos de los dueños de los medios, los reporteros amarrados por anunciantes, y los que abandonan temas por miedo. El apoyo del público irá a los periodistas y medios con independencia de criterio porque sabrán defender su credibilidad.

VIEQUES – La violencia en esta isla municipio que ya suma cinco asesinatos y un joven desaparecido desde que comenzó el año, tuvo otro episodio en la que alegados narcotraficantes le pegaron fuego a dos automóviles propiedad del hermano de un agente de la División de Drogas de Fajardo que ha realizado continuos arrestos.
El incendio de la guagua Toyota Tacoma modelo del 2012 y de la guagua Susuki XL-7 modelo del 2012, propiedad de un hermano del agente Ismael Feliciano Mercado, ocurrió a las 2:20 de la madrugada del miércoles en el sector Brisas Las Marías.
Feliciano Mercado había realizado varios arrestos en los últimos días cuando los agentes bajo la dirección del jefe del Área de Fajardo, teniente coronel Antonio López, iniciaron una ofensiva para frenar la narco violencia.
Tarde el miércoles fueron arrestados Rady Rivera Tapia, de 23 años de edad, y Jesús (Puchito) Cepeda Alméstica, de 19 años, vecinos de Monte Santo, como sospechosos de haber atentado contra la vida de un vecino y contra la de un policía. Ambos son sospechosos de haber incendiado los vehículos del hermano del agente. Los investigadores del CIC de Fajardo no han logrado obtener una cooperación decidida de los residentes para esclarecer los asesinatos.
En la tarde del pasado viernes fueron asesinatos los jóvenes Adalberto José Pérez Martínez, de 19 años, vecino de Villa Borinquén, cuyo padre es un agente jubilado de la Policía y de Antonio Santana Meléndez, de 16 años, del sector El Líbano, en el barrio Santa María. Ambos fueron vinculados con el grupo ‘Los Morochos’, que ha estado en pugna con otro bando que lideran unos individuos conocidos como ‘Cheo’ y ‘Champú’.
Santana Meléndez era amigo y vecino de Edgar D. Martínez Burgos, de 18 años de edad, quien está desaparecido desde el 1ro. de abril cuando salió a buscar un caballo al barrio Esperanza. Las autoridades han realizado una búsqueda con la colaboración de vecinos y se han usado perros olfateadores sin éxito.
El pasado 29 de marzo fue asesinado, en el sector Los Chivos, Sergio Camacho Vioude, de 36 años de edad, y el 4 de febrero se reportó la muerte a balazos de Emanuel López Sanes, de 24 años, en el barrio Monte Santo, la única de las cinco víctimas que no se le vincula a ‘Los Morochos’.
El 24 de enero y en el barrio Borinquén fue asesinado a balazos Juan Rivera Reyes, de 38 años, quien tenía antecedentes por drogas y quien alegadamente era el dueño del punto de Villa Borinquén y líder de ‘Los Morochos’. Este era oriundo de Carolina y llevaba 10 años en Vieques. Los agentes han realizado otros arrestos de individuos sospechosos de vender narcóticos que serán acusados próximamente.

PILARES DEL MENSAJE EDUCACIÓN E INVERSIÓN

Que la educación haya vuelto a ocupar un lugar de prominencia en un mensaje de situación del País y de presupuesto, así como el anuncio de la reactivación de la inversión pública en obras capitales, fue un acierto del gobernador Alejandro García Padilla, en su primera alocución ante una sesión conjunta de la Cámara y el Senado.
Que la educación haya vuelto a ocupar un lugar de prominencia en un mensaje de situación del País y de presupuesto, así como el anuncio de la reactivación de la inversión pública en obras capitales, fue un acierto del gobernador Alejandro García Padilla, en su primera alocución ante una sesión conjunta de la Cámara  y el Senado.

Vemos también como un buen punto de partida el hecho de que la alocución no estuvo cargada de ataques virulentos contra la pasada administración, como han hecho todos otros gobernantes en tiempos recientes, sentando con ello un tono más conciliador y optimista en cuanto a la dirección y reconstrucción del País.

Como mensaje de presupuesto, al discurso le faltó explicar el detalle de la distribución presupuestaria por área programática y el aspecto de los recaudos que el Gobierno estima recibir para sufragar los aumentos salariales que tanto los policías como 40,000 empleados públicos en 28 agencias recibirán a partir del 1 de julio. También,  cómo honrar $95 millones en compromisos económicos de los convenios colectivos.  Por tanto, es imprescindible que, a partir de hoy, tanto el Ejecutivo como la Legislatura comiencen a enfatizar en explicaciones concretas sobre cómo se van a casar las propuestas de gastos con las de los recaudos mencionadas en forma general en el mensaje, para un presupuesto operacional de $9,835 millones, $750 millones más alto que el vigente que rige hasta el 30 de junio.

 Requieren explicación, por ejemplo, la anunciada intención de aumentar las contribuciones a personas que ganan más de $200,000 anuales, y los que compran casas valoradas en un millón de dólares o más; de eliminar exenciones del IVU en ciertos servicios de los que trabajan por cuenta propia, de reestructurar los  cargos por marbetes para autos de lujo y la imposición de nuevos arbitrios a las compañías importadoras de petróleo y de contributivas a las megatiendas.

 Particularmente importante es conocer cómo el Gobierno compensará  la pérdida de ingresos por la reducción del IVU en un 0.5% a partir  de diciembre, cuando los principales índices económicos no sustentan una recuperación.

 De otra parte, complace que el gobernador se haya comprometido públicamente con la formulación de una política pública educativa a largo plazo mediante la adopción de un Plan Decenal y que, mientras se trabaja en el mismo, se implementarán medidas para detener la deserción escolar y estimular que los jóvenes lleguen a la universidad. Preocupa sin embargo que la apertura de más centros de “servicio” a los niños de educación especial se traduzca en la multiplicación del desdén y la histórica ineficiencia en perjuicio de esa vulnerable y marginada población.    Llamó la atención también en el mensaje, la práctica ausencia del área de la cultura como factor clave para orientar un desarrollo socioeconómico con visión de país.

 Vemos positivas también las propuestas mencionadas por el primer mandatario para reactivar la agricultura, y la asignación de $4.4 millones adicionales al presupuesto de  ASSMCA para ampliar los servicios de salud a los adictos mediante un modelo salubrista.

 Asimismo, esperamos  sentido de urgencia con la prometida inversión de unos $1,946 millones en obra pública en los próximos 18 meses, incluyendo $658 millones en proyectos de  infraestructura a través de alianzas con el sector privado para reactivar la construcción ordenada, promover empleos e impulsar crecimiento económico.

 Ahora resta que, una vez el presupuesto sea sometido a la consideración de la Asamblea Legislativa, ésta analice y encauce el análisis de las propuestas con mesura y con la premura que el País reclama para los proyectos e iniciativas de desarrollo y de sana política fiscal.
