SAN JUAN (Reuters) - The FBI is investigating allegations that high-ranking bank officials in Puerto Rico conspired to have a former Doral Bank executive killed after he claimed he uncovered fraud, the U.S. attorney for the district of Puerto Rico said on Tuesday.
Maurice Spagnoletti, 56, was shot multiple times while driving home from work to the fashionable Condado beachfront district in rush-hour traffic in June 2011. Authorities have described the shooting as an apparent contract killing, but have made no arrests.

San Juan, Jun 18 (EFE).- Puerto Rico's treasury department is issuing tax refund checks that are not backed by sufficient funds, an opposition lawmaker said Tuesday.
Antonio Silva told radio stations that he had received complaints from taxpayers who tell him that they have not been able to cash their refund checks.
The lawmaker specifically cited branches of Banco Popular, saying that they had refused to accept the treasury department's checks, supposedly due to lack of funds.

SAN JUAN, Puerto Rico - The U.S. government approved a key permit Tuesday that helps pave the way for construction of a waste-to-energy plant in Puerto Rico that local environmentalists have long opposed.
The U.S. Environmental Protection Agency awarded New York-based Energy Answers International an air permit to operate a 77-megawatt facility in the northern coastal town of Arecibo. It would be the U.S. territory's largest recycling plant if approved.

San Juan, Jun 24 (EFE).- Puerto Rican Gov. Alejandro Garcia Padilla departed for Spain on Monday with the aim of seeking investment opportunities that would benefit the island's economy, the local government announced in a statement.
Garcia Padilla is scheduled to hold several meetings in Spain with private business and banking and his trip is primarily designed to promote Spanish and European investment in the U.S. commonwealth's pharmaceutical and medical equipment sectors.
The initiative is part of the Puerto Rican government's plan to create jobs, especially in the island's pharmaceutical sector, which is one of the most well-developed in the world.
Puerto Rico's economic development and trade secretary, Alberto Baco, and the head of PRIDCO industrial development company, Antonio Medina, are accompanying the governor.
The bioscience industries sector employs 35,000 people in Puerto Rico, where the main U.S. pharmaceutical firms have been established for decades due to labor cost advantages.
It is calculated that more than 18 percent of the pharmaceutical products sold in the United States are manufactured in Puerto Rico, including the medications Lipitor, Zocor, Prilosec and Norvasc.
Garcia Padilla is scheduled to travel to the cities of Madrid and Santander - and he will return to the island on June 27 - but no meetings with Spanish government officials are on the agenda for this trip.
