Culebra National Wildlife Refuge is known for it’s wonderful birding, and many renowned ornithologists have done research in the Refuge. Culebra also serves as nesting areas for leatherback and hawksbill sea turtle species. Culebra’s mangroves form a unique protective barrier and habitat for the island and is vital for coastal wildlife.
Visitors to the Culebra National Wildlife Refuge should first check on current access regulations and any special permitting required at the Culebra Refuge office located at Lower Turtle SnorklingCamp on the far side of the bay. Pay attention to signage, stay out of prohibited areas, and stay on existing roads and trails.
Camping is available at Flamenco Beach on the north shore. Culebra Campgrounds are government-run and for reservations contact: Autoridad de Conservación y Desarrollo de Culebra, Attn: Playa Flamenco, Apartado 217, Culebra, PR 00775. No campfires are permitted in the Refuge.
The sun can be brutal especially in summer times. It is highly recommended you bring sun protection for your skin. After a relaxing day on the beach, stroll through town and visit Culebra’s gift shops, where local artisans display their wares!
There are basically two ways of travelling to Culebra. You can either take an airplane or take the passenger boat available twice a day. Flying to Culebra is usually the most hassle free option, and in 35 minutes you can get from San Juan to Culebra.
Taking the boat from Fajardo is less expensive but if you are flying in from abroad and want to take the passenger boat to Culebra to check-in that same day, you would need to land into San Juan not later than 12 Noon. Ramón Emeterio Betances y Alacán (April 8, 1827 – September 16, 1898) was a Puerto Rican nationalist. He was the primary instigator of the Grito de Lares revolution and is considered to be the father of the Puerto Rican independence movement. Since the Grito galvanized a burgeoning nationalist movement among Puerto Ricans, Betances is also considered "El Padre de la Patria" (Father of the Puerto Rican Nation). Because of his charitable deeds for people in need, he also became known as "The Father of the Poor."
Betances was also a medical doctor and surgeon in Puerto Rico, and one of its first social hygienists. He had established a successful surgery and ophthalmology practice. Betances was also a diplomat, public health administrator, poet and novelist. He served as representative and contact for Cuba and the Dominican Republic in Paris.
An adherent of Freemasonry, his political and social activism was deeply influenced by the group's philosophical beliefs. His personal and professional relationships (as well as the organizational structure behind the Grito de Lares, an event that, in theory, clashes with traditional Freemason beliefs) were based upon his relationships with Freemasons, their hierarchical structure, rites and signs

Puerto Rico and politics
As an immigrant who came to this country at age 5 with my parents who were seeking more economic opportunity than their homeland offered in the 1950s (while many U.S.-born citizens were moving to Puerto Rico for tax “shelters”), I look forward to continued positive debate on the subject of immigration reform at a national level. States should not be creating bandage solutions (dare I imply scare tactics to wind political attention?) to something that is truly beyond their jurisdiction.
I didn’t have much of a say (nor did my parents for that matter) on the U.S. congressional votes in 1900, 1917, 1922 and as late as 1997 in a Puerto Rican Supreme Court hearing, which defines me as a Puerto Rican national with U.S. citizenship. Confused? Politics is never simple.
Let’s get real and become a state where we are leading the nation in good legislation not following bad laws created in other states! Remember, you did give me the right to vote, and you can be sure I will exercise that right at every opportunity.

Weather Underground Forecast for Saturday, April 07, 2012. Expect scattered showers and thunderstorms to pop up across the Plains on Saturday. A strong low pressure system will slide off the Northern Rockies and into central Canada, pushing a cold front into the Plains. This system will pull energy and moisture in from the Gulf of Mexico, supporting showers and thunderstorms just ahead of the frontal boundary across the Plains and Upper Midwest. The southern side of this system will have more energy due to abundant Gulf moisture, thus, there is a slight chance that these storms will turn severe over the Southern Plains. Expect strong winds, large hail, and heavy rainfall in areas of severe thunderstorm development. In the West, a low pressure system sitting offshore of the West Coast will push a cold front eastward toward land. As this system approaches, expect increasingly cloudy skies across the coastal regions of the Pacific Northwest and northern California, with rain showers developing Saturday afternoon and evening, into Sunday morning. This system will remain relatively stationary, thus, expect areas of flooding due to repetitive rain showers. To the south, the rest of California and the Southwest will see a warming trend as a ridge of high pressure builds in from the south. In the East, expect another chilly morning as high pressure building over the Great Lakes continues pushing cold air in from Canada. Freeze and frost warnings remain in effect for the Northeast, Ohio River Valley, and Virginias as overnight low temperatures will dip into the upper 20s and lower 30s.
