The Framers did not mention it and language requirements do not exist in the US Constitution.

English became the language of the World. If someone, whoever they are, want to hear and to speak to the World, they have to speak English. Which does not exclude other languages, cultures and traditions. Spanish is the USA second language and we should learn it too. Puerto Ricans speak English quite widely and will speak it even more widely when Puerto Rico becomes a state, which is in the best interests of the country (or both countries).

A solo días de que se celebre en Puerto Rico la primaria presidencial republicana, Kathy Gingrich, hija del aspirante a la presidencia de Estados Unidos, Newt Gingrich, llegó hoy a la Isla para promover la campaña de su padre con miras a lograr obtener el voto boricua este domingo.
Gingrich, expresidente de la Cámara de Representantes federal, no visitará Puerto Rico, dijo ella. Para estas primarias, el aspirante presidencial se enfrentará en la papeleta con sus contrincantes Mitt Romney, Rick Santorum, Ron Paul y Fred Karger.

Rick Santorum's campaign has launched an offensive against reports that the Republican presidential candidate suggested that Puerto Rico would have to adopt English as its principal language in order to become a state.
The flap began when the San Juan newspaper El Vocero reported that Santorum had said he supported Puerto Ricans' right to self-determination but that he would not support adding a state in which English wasn't the primary language.
"Like any other state, there has to be compliance with this and any other federal law," Santorum said, according to a Reuters report about the interview. "And that is that English has to be the principal language. There are other states with more than one language such as Hawaii but to be a state of the United States, English has to be the principal language."
The statement raised red flags for two reasons: It offended some Puerto Ricans, including a delegate who withdrew his support for Santorum. And it incorrectly suggested that under federal law there is an English-language requirement for new states.
Santorum told reporters the following day that he had been "maliciously" mischaracterized. English should be the "preferred" language, he said, but he would not insist that the island change its official language to English alone.
El Vocero posted a video of an interview in which Santorum clearly states that English is a "requirement" and would be a "condition for admission."
"As I have said repeatedly, that, as a condition for admission, that people would -- well, they could speak both languages -- but have to speak English," Santorum said in the videotaped interview. "That would be a requirement. It's a requirement that we put on other states as a condition for entering the Union. If you're going to participate as a state in the United States, then you need to participate in the language of -- the people speak in the states."
Santorum spokesman Hogan Gidley, speaking on CNN Friday morning, again blamed the reporter for taking the comments "out of context," and insisted that former Pennsylvania senator was not saying that English is a requirement under federal law.
"That’s not what he was saying," Gidley said. "In fact, English, if I’m not mistaken, is the official language in addition to Spanish. They have two in Puerto Rico. So that's not what he was talking about at all."

SAN JUAN, Puerto Rico — Rick Santorum is working furiously to explain comments that appear to suggest the island must adopt English as its official language.
In an interview with El Vocero, a San Juan newspaper, Santorum said English would have to be the island’s “main language” if Puerto Rico becomes a U.S. state. The statehood issue is being considered by Puerto Ricans on the November ballot.
“As in any other state, you have to comply with this and any federal law. And that is that English has to be the main language. There are other states with more than one language, as is the case in Hawaii, but to be a state in the United States, English has to be the main language,” Santorum said told the local newspaper.
English and Spanish are both spoken in Puerto Rico, but Spanish is more common.
The problem is although a GOP-led Congress has frequently tried, none of its attempts to pass a law making English an official language of the U.S. have ever succeeded. There is no such requirement in the U.S. Constitution, and none of territories wanting to become states. So such a requirement for Puerto Ricans would go beyond what’s required of current U.S. residents.
But speaking Thursday to reporters, ahead of Sunday’s primary in Puerto Rico, Santorum suggested that his words had been “maliciously” misconstrued.
“English should be taught here and everyone should speak English here. That’s something I think is essential to be an American, period,” Santorum said. “Whether you’re going to be a state or not, people should speak English, and English should be a common language among all Americans, period.
“We understand that people of different cultures speak different languages, but we have a common language and that’s what I was saying yesterday. To suggest that maliciously, I would add, someone maliciously write that I said that was really unfortunate.”
As a U.S. commonwealth, Puerto Ricans can vote in party primaries but not in general elections. They also do not have a voting representative in Congress.
Santorum’s comments on the issue, according to El Vocero, riled one of his own presidential delegates — Oreste Ramos — who took back his endorsement.
Ramos said the requirement Santorum described would “clash with our sociological and linguistic reality.”
“As a question of principle, I cannot back a person who holds that position,” Oreste said.
But Santorum, speaking after walking a mile-long parade route here, was unruffled.
“We replaced him with Carlos Baerga,” Santorum told reporters. “Now I don’t know if you know who he was, but he was a great major league baseball player, second baseman primarily.”
“I’m a big baseball fan, so I met Carlos yesterday, and he offered to be a delegate. That was awesome for me,” Santorum added.
