Travel Guide to Puerto Rico

Uploaded by TheExpeditioner on Aug 11, 2011 During my short stay in Puerto Rico, I decided to tackle my own Puerto Rico bucket list. Watch as I make new friends over Bacardi, hit the dance floor and salsa, live it up like a rap star, and fly to the small island of Culebra to check out Flamenco Beach, consistently rated one of the beset beaches in the Caribbean, if not the world. *Editor's Note* No rum was harmed in the making of this video, as this trip was purely business. All liquids consumed were actually water, except for that first shot, which I regretted about 2 seconds after the glass touched my lips. Puerto Rico

It's a Commonwealth and part of the United States. Some would like Puerto Rico to become the 51st state, while others want it to declare its independence. Residents seem to prefer things just as they are and Americans will enjoy visiting the island, not just for its beauty but because you don't need a passport to enter and exit and there's no limit on the amount of products people can buy and bring home. We'll take you from the east of Puerto Rico to the west and show you its striking sights. We explore Old San Juan, with its narrow streets, charming old buildings and Spanish fortifications. Other highlights include Arecibo Observatory, Rio Camuy Cave Park, and the rugged Sierra de Luquillo, site of the Caribbean National Forest.

Statehood: the colony life
ELSA TIÓ
Jorge Santini, in recent weeks, threw a toallazo (common practice in the NPP), lying when he said: "We do not negociaríamos a statehood without Spanish." This position essentially collides with that of the four candidates for president of the United States by the Republican Party, who, in different ways, said to favor "making English the official language of the United States."
And also clashes with his actions and leadership of the PNP that are taking from the language when they insist that they will not negotiate in Spanish, when as a matter of fact, never tire of deliver and despise.
Recall that in 2009, Rep. Charlie Hernandez reported that the House passed the Civil Procedure Rule 8.7 with a provision that permits a party to litigate his claim in English only. Putting citizens at a disadvantage in court proceedings and limiting the practice of lawyers who do not speak English. The original version of the rule provided guarantees for the party who did not speak Spanish. Is this one of the reasons we want to control the Courts Administration headed by Chief Justice of the Supreme Court?
Hide the PNP that the Court U.S. Supreme has said that "no state can enter into union with privileges and rights that do not apply similarly to all states." They forget that the White House report said that under statehood the government's official language would be English. The Spanish language would be like a home, subordinate, not for power or for creation.
Not a people decolonization suplantándole one language for another, or forcing him to defend himself in court in a foreign language. This is the worst act of colonialism, the most insufferable and abject.
Statehood takes away your homeland, you remove the language, takes away powers and denies what we are, is a path of indignity.
Engañol cynically claim-in-that they will defend the same language that steal water, light, and gave one hundred thousand jobs in section 936, for the sake of ideological fanaticism.
If that did to the economy, which is the bread of the people who deserve respect, they will not do against the culture and language!
The assimilation want to strip us of the spiritual strength that gives the language because it fuels the national sentiment. Sad fate the people who leave their language and culture, to explode in a vacuum without honor.
If Spanish is compatible with statehood, why the effort to impose the San Juan City Police, Guaynabo City and Walkable City? Why eliminated the reading of classic Puerto Rican Department of Education? Why in the views of Congress did not require the establishment in advance and in writing, the conditions of statehood in a plebiscite? Why do you want us to vote blindly and rattle with the fate of the country? Everything is a snare and a delusion on the part of a scheme which aims to hide the serious spiritual and economic consequences of statehood. Statehood which is economically unaffordable and culturally suicidal.
A country is not only culture and not just economics, it is both. The trouble is that the NPP project for the twenty-first century is a demolition of institutions and government agencies that may be an obstacle to statehood, but to burst the country.
No one should be deceived. Statehood is not a right, is a concession. Statehood is not a civil rights issue, on the contrary, attacks them.
The civil rights of a people are to maintain language, culture and dignity. However, since the ideological fanaticism, the pathetic XXI century project is to convert a country in perpetual minority, as they call it decolonized. What engañol.

The letter of the week
The integrity of electoral processes is the cornerstone of our democratic system. The poor handling of the recently held primaries should not be overlooked. We should all raise a loud voice of protest to complain to politicians and the Election Commission (EC) a substantial improvement.
The following are my recommendations for improving the scrutiny and counting of votes for the next election.
Account for and report the results of the vote in full in a separate school certificate. This act would also be used for school closing count. About 92 percent of the votes cast are integers, therefore it would early afternoon partial results. School officials would use a separate accounting record and report the remainder of the ballots: mixed votes for candidates and others. This will facilitate the award and counting of these ballots as they would be working with a much smaller universe of ballots.
Generally, they represent about eight percent of the total vote. The integrity of the process greatly improves the integrity of votes counted separately. Implementing this system does not imply any change of voting system that we currently have. Only changes the way of reporting results.
Post local ballot is difficult for the average officer. This is the last ballot screened late at night when everyone is tired. For this reason, I suggest that only scrutinize and report the position of mayor. The ballot for municipal legislators (the mixed ballots and nominations) could take place the next day.
I also recommend to legislate to start counting weights in the afternoon. There are additional improvements that can be implemented using advances in technology. The system has hardly changed over the past 25 years.

Not doing their job
According to my horoscope today is a good day to express to those who occupy important positions. As I expressed in relation to the primary New Progressive Party (PNP).
Many we place trust and we vote for a better country, but we were wrong because we have walked far from improving as crab, pa 'after.
Since the beginning of four years, Law 7, Closure Law, roads, water and electricity bills, news of corruption, scandals, rioting, gossip, murder, theft, health, safety, schools, etc..
The promise of statehood has been the shield up and get rich at the expense of the people without positive results. So why are the "shock" defeated politicians? I'll tell ... For not doing their job!

Nothing happened because the voters voted to keep these crafty and profiteers in power.
The chosen few new, supposedly new faces, lacking what it takes to help our broken people.
Within these "new" slipped some dinosaurs that have nothing to offer. Now, the percent greater than elected, retained and hung all they care about is getting a position in the legislature for personal improvement, gaining access to expensive cars, good wages, good diets and little sacrifice. What ever would on their regular jobs or positions in private life.
The very few who come here with good intentions, are corrupted and end up being more of the same. And that thanks to the media comes to light and found out most of these compromises the palace.

Jamaica’s Economic Recovery “Fragile,” With Strong Downside Risks: IMF

via Caribbean Journal by admin on 3/22/12

Above: IMF Mission Chief for Jamaica Luis Breuer and Jamaican Finance Minister Dr Peter Phillips (FP)

By the Caribbean Journal staff

While Jamaica saw positive GDP growth in 2011, following three consecutive years of decline, its recovery remains “fragile,” according to the International Monetary Fund.

An IMF mission visited Jamaica from March 8 to March 21 to conduct its Article IV consultation and initiate discussions on a potential Fund-supported economic programme.

The visit included meetings with Prime Minister Portia Simpson Miller, Finance Minister Dr Peter Phillips, Bank of Jamaica Governor Brian Wynter and other senior officials.

“The recovery is fragile and there are strong downside risks,” said Luis Breuer, the Fund’s mission chief for Jamaica.

The IMF projects what it called “low” growth in 2012/2013 of about 1 percent, with the public sector and external current account deficits projected to widen. The IMF also projected public debt to rise this year.

“Jamaica thus faces significant challenges,” he said. “A key challenge is to attain higher and sustainable rates of economic growth, while reducing macroeconomic risks, including from the high public debt and high unemployment.”

According to the IMF, Jamaican unemployment is currently at 12.8 percent, and the country’s fiscal situation has “deteriorated.” The ratio of debt to GDP currently stands at 140 percent of GDP, including PetroCaribe debt.

Jamaica also previously delayed implementing a structural reform program, which adversely affected fiscal performance, the IMF said.

The IMF and Jamaican authorities agreed that would require action on three fonts: a growth-oriented environment aimed at improving productivity and competitiveness, strong microeconomic policies through higher surpluses and a framework to ensure social cohesion.

The Fund recommended improvement to tax reform and administration in this regard in the near term.

Jamaica intends to continue discussions with the IMF team during the Spring Meetings in Washington, which take place from April 20 to 22.

What China and Europe Mean for the Caribbean, from Haiti to Barbados

via Caribbean Journal by admin on 3/22/12

By Alexander Britell

CHINA AND EUROPE remain the biggest threats to the Caribbean’s economy — that is, Chinese deceleration and European debt. But how vulnerable is the Caribbean to those potential external shocks? A recent study from the Inter-American Development Bank found that the Latin American and Caribbean remains resilient in the face of those external economic threats – meaning that, even if China’s growth decelerated and Europe’s debt crisis expanded, it would only mean a “relatively mild” recession in the region. To learn more, Caribbean Journal talked to Andrew Powell, principal ecoomic advisor for the IDB’s research department and the author of the report.

What are the two major economic risks to the Caribbean?

The two major risks that we talk about in the report are really the risks if Europe’s problems deepen and China’s growth slows a bit more. So we wanted to explore how those would impact Latin America and the Caribbean. So what we did was an analysis, supposing if Europe had the same kind of problems that the US had after the Lehman bankruptcy, although we do not think that necessarily that event will be the same, and, in fact, I’m sure it won’t be, but just supposing it was the same magnitude of an event, and then add a small decline in Chinese GDP. Then we added an additional financial shock coming from whatever you think might happen in Europe. So that is the cocktail of schocks.

How interconnected is the Caribbean with those two economies?

Well, they’re interconnected in different ways. About 11 percent of Latin American and Caribbean exports go to Europe, but in fact, it’s quite heterogenous, so the impacts are felt more on Latin America than, say, Central America and the Caribbean. The Caribbean, of course, is more impacted by the US, although it also gets tourism, exports and so forth from Europe. So there are those linkages, but then there are other linkages as well. For example, China is important for commodity producers, which are important for many countries in Latin America, particularly those who are quantity producers; also, Guyana and Suriname in the Caribbean. And then, of course, we have other links as well, through capital flows, Foreign Direct Investment and the banking sector, where there are several countries in Latin America and the Caribbean that have European banks present in their systems, and that also receive lending from international banks, including European banks.

Are there any countries you see in the Caribbean that are particularly strong, or particularly vulnerable to these shocks?

In the Caribbean, you have a set of more domestic vulnerabilities, which of course might compound any external shock. In particular, you have countries that have higher debt than elsewhere in Latin America and the Caribbean, so countries that have higher debt, and hence fiscal policy is more restrained, you have less room to react if there’s a negative shock. So Jamaica, Barbados and even, to some extent, the Bahamas, which obviously has lower debt than Jamaica and Barbados, but Jamaica and Barbados have debt well over 100 percent of GDP, they have less room to react, if there is a negative shock, in terms of fiscal policy. And in terms of monetary policy, Barbados has a fixed exchange rate. It does have some limited monetary movement because it has capital controls. Jamaica has a floating exchange rate with some management, but, because of the fiscal position, it’s hard for Jamaica to use either fiscal policy or monetary policy to react to any negative shock.

The report mentions decreased capacity to implement a stimulus package, because of those debt constraints. What is the alternative, then, in the event of these shocks?

I think the countries are well aware of the risks, and they’re already doing a number of things. So I think they’re already on a policy framework to try to resolve the problems. In some instances, particularly Jamaica, I understand the new government is making an IMF agreement, and I think that would be a positive development. Because I think that, in the context of an IMF agreement, the country will definitely have great resilience. Barbados has very good relations with the IDB and it also has some external official lenders as well. We lend to Barbados, we have good relations with Barbados, so they do have some external official sources as well, and they have good access to credit markets, a good relationship with their creditors. So we don’t foresee any particular problems, but they need to, of course, try to resolve their problems and do structural reforms which would eventually lead to more growth.

Haiti’s economy has been growing, particularly due to reconstruction. How vulnerable is Haiti’s economy?

I think Haiti is a very special case for many reasons. I think in some ways, it’s less vulnerable to these kinds of risks, because it’s somewhat less integrated into global international markets. So I don’t think these are the biggest risks for Haiti. Let’s put it that way. Obviously there’s some impact, especially from the US, but even there, Haiti is beginning to do very well. It has preferential access to US markets, and obviously gets a lot of remittances from the US. But they’re reasonably stable in the face of shocks. So I think there are risks for Haiti, but Haiti’s risks are more internal, domestic, than these kinds of risks.
