Puerto Rico’s lawmakers have a historic opportunity to end discrimination against the island’s Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) people with a pair of bills due for debate this week, Amnesty International said today.

"The approval of these two laws would be a big step for justice and equality for an important sector of Puerto Rico’s population, which to date has fallen victim to institutionalized discrimination," said Pedro Santiago, director of Amnesty International Puerto Rico.

In January 2013, Puerto Rico’s House of Representatives and Senate agreed to discuss the two bills aimed at better protection of LGBTI rights.

Senate Bill 238 would ban discrimination based on real or perceived sexual orientation and gender identity in employment as well as in public and private services.

Its partner legislation, House of Representatives Bill 488, seeks to extend existing domestic violence protections to any person regardless of their marital status, sexual orientation or gender identity.

Lawmakers are due to take up debate on both bills this week.

"These two measures would expand the protection of rights for LGBTI people in Puerto Rico. Our legislators should be brave enough to overcome prejudice when making new laws. Human rights are not a matter of choice but of justice, and all people are entitled to enjoy them regardless of their sexual orientation or gender identity," said Santiago.

Independence voice Noriega dies at 68

Puerto Rican independence leader David Noriega died on Saturday after a battle with cancer. He was 68.
The attorney and former Puerto Rican Independence Party lawmaker was the PIP’s gubernatorial candidate in 1996, garnering nearly 4 percent of the vote.
Noriega was later named by Popular Democratic Party Gov. Sila Calderón to head her so-called Blue-Ribbon Commission to fight government corruption.
The veteran independence activist took the reins of the PIP’s youth win in 1968 and was appointed as the party’s secretary in 1970. He was named the PIP’s legislative affairs chief in 1979 and the PIP’s electoral commissioner in 1980.
Noriega was first elected to the House of Representatives in 1984 and won a second term in the lower chamber in 1988.
Noriega was a driving force in the long legal fight to shed light on the so-called “carpetas,” secret dossiers on independence supporters that were maintained by local police with help from federal authorities. The lawsuit led to the opening of the files and passage of legislation banning such ideological tracking.
In recent years, Noriega went back to his law practice while building a reputation as a respected political analyst.
He was a member of the directorate of the upstart Sovereign Union Movement (MUS) political party in the 2012 elections.
Noriega is survived by his wife Carmencita Acosta and their sons David and Javier.

                Llegué a su casa en la mañana para una visita al amigo enfermo. Pero lo encontré ya muerto. Allí en su habitación, modesta como él siempre lo fue, yacía su sufrido y lastimado cuerpo, aun caliente.
                Los últimos meses de su vida fueron de mucho dolor. Mientras tuvo conciencia, casi hasta el final, mantuvo su buen humor y su trato afectuoso con todos sus amigos y conocidos y con el personal del hospital. En una mesa, a su lado, una Biblia abierta, porque David Noriega Rodríguez, siempre fue un hombre de fe. Tuvo esperanzas de superar su condición. “El Señor está conmigo”, nos decía. “Esta vez el adversario está dentro de mi cuerpo Y lo tengo que vencer”.
                No pudo vencer esta vez pero aun sabiendo de sus escasas posibilidades luchó para derrotar su enfermedad hasta el fin, con valor y gallardía. El ánimo y la esperanza que nos faltaban a los demás a él parecían sobrarle. No era hombre de darse por vencido cuando se sentía con el deber de defender una causa. Por su cuarto de enfermo pasaron compañeros de lucha y muchos quienes fueron adversarios, con ciertas notabilísimas excepciones que delatan actitudes que explican, en parte, la lamentable condición del independentismo.
                Con su muerte Puerto Rico pierde verdaderamente uno de sus mejores hombres. Tuvo una clara visión de lo que debía ser la política y de lo que debía ser un buen gobierno y de lo que era su obligación de servicio a su pueblo. Se enfrentó sin temor a los grandes y poderosos, con mínimos recursos, y solo o casi solo, alcanzó grandes metas. Sus logros mientras fue miembro de la Cámara de Representantes, único legislador independentista, son memorables y son un ejemplo que muy difícilmente podrá ser igualado. Una de las más importantes fue la demolición del sistema de perseguir y fichar con carpetas a los que simpatizaban con la independencia, que tanto daño causó a miles de personas y que tantas vidas destrozó.
                Su vida fue toda dedicada a hacer patria. El hueco que deja su partida fue abismal. Con su talento pudo haber optado para hacerse de un capital económico, mas nunca se interesó por lo material. Sus objetivos eran mucho más altos. Su voz siempre fue un campanazo presto a despertar la conciencia adormecida de este país nuestro.
                Su voz se continuó oyendo en programas televisivos, casi sin poder, con sus menguantes fuerzas, hasta pocas semanas antes de su fallecimiento, cuando ya eran evidentes los efectos de su enfermedad.
                Mis recuerdos y mi amistad con David Noriega comienzan desde nuestra adolescencia. Fuimos compañeros de estudios desde que entramos a la Universidad de Puerto Rico en el 1962 y así continuamos hasta nuestra graduación de la Escuela de Derecho en el 1969. No dejó nunca de ser el mismo amigo y compañero. Esa amistad duró hasta el día que falleció. Contar entre mis haberes con su amistad y su afecto es y será motivo de honra para mí. Su muerte es un dolor desgarrador.

                Debido a la incertidumbre del retiro para maestros, el cual no se ha dicho nada al respecto, un gran número de compañeros están afectados en el plano emocional, por ende, en su salud física.
                Esta situación afecta directamente al proceso de enseñanza y aprendizaje. Queremos saber la realidad nuestra ya que de esto depende en gran medida nuestro futuro.

                Como si no tuviéramos suficientes días feriados, ahora muchísimas uniones y organizaciones sindicales se toman el 1 de mayo, Día Internacional de los Trabajadores, para celebrar actividades, ausentándose muchos empleados de sus labores.
                El supuesto Día del Trabajo, que es el primer lunes de septiembre, es simplemente un día feriado más para alargar el fin de semana. Propongo entonces que se declare feriado en Puerto Rico el 1 de mayo y que el primer lunes de septiembre sea un día regular de trabajo.

                Felicito a Marian Díaz por el artículo “Espaldarazo comercial para los Pymes”, publicado en El Nuevo Día el domingo, 28 de abril. Los pequeños comerciantes son de vital importancia en la generación de empleos.
                Menciona el artículo que en Estados Unidos de cada tres nuevos empleos, dos los generan los pequeños comerciantes. El presidente Barack Obama les está facilitando acceso a crédito, reduciendo las barreras regulatorias, y facilitando ayuda a la exportación. Esto es lo que debemos hacer en Puerto Rico.
                Desde los colmados y pequeños supermercados, las panaderías, negocios que venden enseres eléctricos, artículos de oficina, y muchas otras cosas que generan empleos y dinero están desapareciendo. Vamos a ayudarlos.
                Que tal, si en vez de Pymes lo llamamos lo que son pequeños y medianos comerciantes.

                El pasado miércoles 1 de mayo de 2013, formé parte del jurado en el 18vo Certamen de Oratoria, donde participaron los estudiantes de décimo grado de la escuela Carmen Belén Veiga, de Juana Díaz.
                El certamen se celebró en un salón de actividades ubicado en la La Guancha, en Ponce. Fue una experiencia impactante y enriquecedora. Escuchar a esos jóvenes desarrollando temas de interés nos llenó de emoción y admiración.
                Realmente hay esperanza en la educación pública. Felicitamos de corazón a la señora Nayda Gisela Ramos, organizadora de este evento, por la encomiable labor que realiza cada año. Maestros como ella enaltecen la educación en nuestra isla.
                A todos los estudiantes que asistieron y a los que participaron, nuestros mejores deseos de éxito y que sigan luchando para alcanzar sus metas. Sigan brillando como hoy para que iluminen el futuro de nuestro país.

                Young Republicans Endorse Statehood for Puerto Rico

                The Young Republican National Federation passed a resolution at its spring board meeting in San Antonio:
                WHEREAS, our fellow American citizens of the territory of Puerto Rico, many of whom have gallantly served and died in the armed forces of the United States, held a plebiscite on November 6th 2012 voting in favor of a more concrete and permanent relationship with the Union.
                WHEREAS, with a voter turnout of 78% of registered voters the people of Puerto Rico showed that an overwhelming two/thirds majority requested that the United States Congress grant them the right of self-determination to achieve a permanent place in the Union.
                THEREFORE BE IT RESOLVED, that the Young Republican National Federation requests that the President and the United States Congress evaluate the results of the plebiscite and take action in advancing the desire of the people of the territory of Puerto Rico to achieve statehood and grant unconditionally to the nearly 4 million American citizens their full, inalienable rights in accordance with the Constitution of the United States.
                The Young Republicans are ideologically in sync with the Young Democrats, who passed a related resolution in December.
                It’s important to recognize this bipartisan support for equal citizenship for Puerto Rico. Critics have suggested that Puerto Rico will not be admitted to the Union because the Republican-controlled House of Representatives won’t allow it. In fact, both 2012 presidential candidates pledged to support self-determination for Puerto Rico. This latest resolution of support shows that this is not a partisan issue.
